Which of the following most accurately describes the problem?

Road Situation

THE annual report of the Roads Improvement Association, issued on Monday last, opens with a note of lament that the road situation continues to be one of "much cry and

little wool," References are made to the persistent official announcements that major road-improvement works, totalling 2100,000,000, towards which the Road Fund is committed to provide £70,000,000 and local authorities the balance,-have been approved. But, asks the Roads Improvement Association, when will these commitments be liquidated?

It stresses the fact that, so far, nothing substantial has materialized, and work continues merely at the average rate of the past 10 years. Some of the hindrances, diagnosed by the Association, are the insufficient resources of the Road Fund, the restrictive effect of the Treasury control over the expenditure of the Fund, and inability to acquire land rapidly for such road improvements as are vitally necessary.

In its summary of the most urgent road needs to-dray, the Association gives priority to the provision of facilities for traffic on through journeys, so as to avoid busy central areas, by the construction of by-passes and alternative routes.

Other matters that come under notice in the report are the Severn Bridge, experimental work on roads, and the illumination of highways.

The annual general meeting of the Association takes place at the Royal Automobile Club, Pall Mall, London, S.W.F, on May 5.
