Which of the following most accurately describes the problem?

" If the General Post Office think that is a proper way of doing their business, it is not for me to criticize them,'' remarked Sir William Hart, North-Western Deputy Licensing Authority, at a case at Liverpool, last week. He was dealing with an application by Mr. J. Walker, of Liverpool, for a variation of his B licence enabling him to carry goods in connection with G.P.O. constructional work on the route to, and terminating at Manches

ter and Buxton. • Sir William Hart was commenting on the fact that a Liverpool haulier was being engaged for wOrk' in the Manchester district. He would have said nothing, he added, if this application had been made by an 'operator in the Manchester district, but was it right that, for public work being carried on at Buxton, he should licence a man in Liverpool to do it, when there were many other operators, presumably, available?

For the applicant, Mr. Allen Walters pointed out that the application had been published, with the conditions asked for, and they had received no objection from any operators in the Manchester district. In evidence, Mr. Walker said the work was of only a temporary nature, and when the contract finished he would apply to the Authority for this condition to be struck out. Decision was reserved.
