Which of the following most accurately describes the problem?

• The M25 Motorway Junctions 10-15) (Variable Speed Limits) Regulations 1995: introduces the experimental variable speed limits from A3 to M4 junctions. Implementation expected shortly.

• Budget proposals now incorporated into Finance Act 1995. Few concessions—including reduction in proposed tax increases for recovery vehicles and vehicles used on Scottish Islands. The following regulations Implementing consequential changes following changes to tax classes are now in force:

• The Road Vehicles (Construction and Use) (Amendment) I No4) Regulations 1995 (SI No 1158). Continuing exemption from speed limiter requirements for vehicles previously exempt under "six miles per week" rule.

• The Goods Vehicles (Plating and Testing) (Amendment) Regulations 1995 1St No 1456). Continues exemption from plating and testing requirements for "six miles per week" and road construction vehicles and tower wagons.

• The Motor Vehicles (Tests) (Amendment) Regulations 1995 (51 No 1457). Continues annual test exemption for six miles per week vehicles.

• The Vehicle Excise (Design Weight Certificate) Regulations 1995 (51 No 1455). Regulations specify ing when and how a certificate showing vehicle design weight may be obtained when this is the revenue weight for VED purposes.

• The Road Vehicles (Registration and Licensing) (Amendment) Regulations 1995. Amends form of declaration and particulars to be furnished when taking out a vehicle licence

• The Vehicle Excise Duly (Designation of Small Islands) Order 1995 Defines designated small is la nds for "island goods vehicle" tax category.

• The Goods Vehicles 10 aerators' Licences, Qualifications and FeesJ (Amendment) Regulation! 1995. Continues current exemptions to 0licensing and increases fee • Type Approval: The Motor Vehicles (Type Approval) (Great Britain) (Amendment) Regulations 1 995 amends type approval requirements relating to noise emissions.

• New Drivers: The Road Traffic New Drivers) Act 1995 has just received Royal Assent. This will mean drivers who obtain six or more penalty points within two years of their driving test will be forced to revert to learner status, show "L" plates and be accompanied until they pass another test. Commencement likely in late 1996.

• Exhaust Emissions: Amending exhaust emissions regulations coming into force on 25 September 19?,5 will reduce the smoke test limits for diesel engined vehicles The current limit for turbocharged engines is 3.7K and for non-turbocharged 3.2K. These will be reduced to 3.0K and 2.5K respectively.

• The International Carriage of Perishable Foodstuffs (Amendment) Regulations 1995: SI 1995 No 1716. Increases fees for examination of goods vehicles, railway wagons and containers carrying perishable foodstuffs on international journeys. Fees for testing and type approval unchanged.

• Railways: The Railway 4ct 1993 (Consequential Modifications) Order 1994 amends various stomo ry provisions affected by Railways Act 1993.

• Continuous Operator icensing—The Goods Vehicles Licensing of Operators) Act 1995 (Corn nencement and Transitional Provisions) Order 1995: Brings into force on 1 January 1996 almost all provisions of 1995 Act, except those relating to :onsignment notes.
