Which of the following most accurately describes the problem?

• Essex police will become the fourth force in East Anglia to launch a Truckwatch theft programme when Roads Minister Steven Norris unveils the scheme in Chelmsford tomorrow (29 September).

Under the scheme hauliers are faxed details of stolen vehicles within minutes of the theft being reported and drivers keep an eye out on the road.

The whole of East Anglia is now covered by the scheme, organised by the Road Haulage Association, Freight Transport Association and Norwich Union. Since its launch in Norfolk in 1993 Truckwatch has claimed a number of successes; police in the North-East are understood to be considering similar schemes.

• A total of 726 trucks worth more than L17m have been stolen in Essex since January82 in the Grays area alone.
