Which of the following most accurately describes the problem?

• The annual report of Mr W. K. Haigh, general manager of Hull Corporation Transport, shows the undertaking has made a profit for the first time since 1963. For the year ended March 31 there was a net surplus of £49,493, mainly as the result of increased revenue, and this would have been an estimated £30,000 higher but for the strike last year by workshop staff which brought 243 buses to a stop.

The report shows that total revenue including fares, sundry receipts and payment from East Yorkshire Motor Services in respect of the co-ordination agreement, totalled £2,057,514 — an increase on the previous year of £114,551. The full 12 months of fare increases had resulted in revenue from fares increasing by £80,798 to £1,932,389.

Mr Haigh sounded a note of caution, however, for the coming year. Working expenses were still rising and they had to face the possibility of a further fall-off in the number of passengers carried, factors which made it difficult to maintain a reasonable financial balance.
