Which of the following most accurately describes the problem?

• Two men were killed in Sheffield last Sunday night when a footbridge over the partly completed Parkway dual carriageway collapsed after the centre span had been struck by the raised body of the tipper lorry in which they were travelling.

The two men, both from Sheffield, were named as Mr Edward Frederick Higgins. 33, of Eastern Avenue, and Mr Ronald Tyrell, 50, of Stuart Road.

They had been returning from making a delivery when the raised body struck the centre span of the bridge, bringing a 40-ton section of concrete down on the cab. The lorry is owned by Sheffield city engineer's department.
