Which of the following most accurately describes the problem?

• The Young Liberals have been told by counsel that immobilizing vehicles which are overweight, overlength, emitting black smoke or in any other way breaking the law is in itself a legal action. A spokesman at Young Liberals' hq in Blackfriars Road, London, Mrs R. Kirkwood, told CM this week that having had this assurance there was no question of them abandoning Peter Hain's immobilization campaign.

However, it appears that more emphasis is being laid on using Liberal Party councillors around the country to bring pressure to bear on the local authorities to use their powers to ban vehicles from towns. They are also calling on the ten Liberal MPs to organize and reinforce opposition to any increase in vehicle size or weight.
