Which of the following most accurately describes the problem?

DROPOSALS to overate a new tour to Ramsgate were substantially supported by membersof several elderly peoples' clubs and associations. at Leeds last week, when the Yorkshire Traffic Commissioners heard an application by Tetley's Motor Services. The tour was to be of seven or eight days duration and departures would be outside the normal holiday peak periods. Only one vehicle was to be operated on each occasion. In evidence Mr. W. Tetley, the proprietor, stated that he wanted to meet a very real demand which he was sure existed. The case was opposed by Wallace Arnold TOUPS, Ltd., Feather Bros. (fours), Ltd., Heaps Tours, Ltd., East Kent Road Car Co., Ltd., the Yorkshire Pool of Operators and British Railways. Replying to Mr. R. Marshall, for Wallace Arnold, Mr. Tetley said that he realized the objectors operated regularly to the South and South-East coast, but he did not think his new service, if granted, would abstract any passengers from these. They would carry elderly people on the tour and would be prepared to accept the restrictions of licensing to provide a facility which the public reauired.
