Which of the following most accurately describes the problem?

THE LACK of shower and toilet facilities at the Port of Heysham was attacked as scandalous when Preston driver Gary Duboulay appeared before the Leyland magistrates accused of drivers hours and tachograph offences.

Duboulay pleaded guilty to six offences of falsifying tachograph records, two of exceeding the daily driving limit and one of taking insufficient daily rest.

Prosecuting for VOSA, John Heaton said the offences were discovered when a traffic examiner visited Forton haulier Stephen Slater and checked Duboulay's charts. There were five examples of unrecorded mileage and in one case the tacho clock had been wound on.

Michael Cunningham, appearing for Duboulay, said the clock had been wound on when Duboulay's partner had been sent home from work in distress and he had been desperate to get home. Of the other offences, one occurred when he had been at the cockle plant at Boston where there were no parking facilities. He had had to use the truck stop and had been called back in the middle of the night to collect his load.

"Further, on occasions at Heysham the court should know that it is scandalous but there are still no shower or toilet facilities for drivers and that has been the case for 15 months." Cunningham added, "There are no creature comforts and you have to drive to Forton or the Truck Haven at Carnforth to get these."

The magistrates fined Duboulay ZOO with £150 costs,
