Which of the following most accurately describes the problem?

In view of the interest you generated in your editorial "We're all in it together," suggesting co-operation between the Transport Institutes, we felt our first joint observation should be addressed to you.

The Certificate of Competence for national and international operations is, perhaps, the first small step towards making admission to part of the road transport industry rather more than a whim.

It will, we hope, become a qualification covering everyone in the whole industry, requiring considerably more than 80 hours of instruction to obtain.

It is a timely reminder that, for some years now, and for good commercial reasons "Instant Education" has been a lucrative business for consultants and others running day sessions, teach-ins, etc, but these brief courses, although well supported, do not provide any qualifications.

In this connection, it is encouraging that the Department has recognised the valuable contribution made by the Transport Institutes in accepting the qualifications granted by the Institutes as proof of competence in lieu of the RSA Certificate or past practical experience.

The established Transport Institutes, with their wealth of experience gained over the years from their members having a long-term interest in the qualifications granted by their Institutes, are pleased to make a joint statement on this important development of those qualifications being recognised by the Department of Transport, which can only help in making the road transport industry a more generally recognised professional occupation.

J. A. FLETCHER, D. N. LOCKE, G. C. McCARTHY, Chief Executives of the Transport Institutes.
