Which of the following most accurately describes the problem?

NEW schedules have sparked off industrial action by bus crews of the West Yorkshire Public Transport Executive in Bradford.

Revised schedules involve extensions to two services and the withdrawal of some lunchtime buses which the PTE had originally earmarked for city workers going home to lunch.

The PTE now considers that the lunchtime demand no longer exists.

At a recent Transport and General Workers Union branch meeting, a resolution was passed that "no further schedule changes will be accepted that involve service reductions."

The management believes that, even if it could accept this resolution, it cannot include the withdrawal of journeys for which there is insufficient passenger demand.
