Which of the following most accurately describes the problem?

When Coventry Corporation's 'transport department recently proposed to curtail certain services, the city council, as mentioned in our issue dated September 30, passed a resolution calling upon the committee to effect a comprehensive Survey of the undertaking. In its report the committee places on record the fact that the transport engineer (Mr. T. It. Whitehead) has its full and complete confidence, but as he is due for retirement in March next, an obvious difficulty is created in the way of the committee undertaking at once the comprehensive survey of Policy for which the-council asks. It is suggested, therefore, that the best course is to make early arrangements for the selection of Mr. Whitehead's successor, and then to invite the new engineer to formulate suggestions for the changes, if any, to he made in the general policy of the undertaking.
