Which of the following most accurately describes the problem?

IRISH hauliers have accused the country's Transport Consultative Commission of over-estimating the rate at which the industry will grow by 1985.

While the TCC estimated that there will be a 30 per cent growth in demand for road haulage between 1979 and 1985, the Irish Road Haulage Association believes that a figure of ten to 16 per cent is more accurate.

It has criticised the TCC's proposal that own-account operators be permitted to carry goods for hire or reward, as this would result in cut-price, unfair competition, and instead wants the hire or reward sector to be given access to a greater share than its current 14 per cent slice of the market.
