Which of the following most accurately describes the problem?

A NEW UK/Irish ownerdrivers' co-operative goes into operation on Monday. It has been set up in Dunlaoire, Co. Dublin, to supply loads between Ireland, the UK and Europe principally for ownerdrivers.

The managing director, Mr C. OloughIin, who was formerly employed by Eurohaul Ltd of Dublin, told CM this week "I have heard so many complaints from owner-drivers and about owner-drivers that I felt something had to be done about them. We will be arranging the traffic; booking ferries, for which we will pass on quantity rebaxs to the owner drivers which they could not otherwise get; and we will keep their books and render their accounts."

The drivers will require to obtain their TIR carnets and insurance cover but the agency, Routemasters Ltd, will carry back-up insurance.
