Which of the following most accurately describes the problem?

THE prototype battery-powered Leyland National has at last been given permission to operate. The Secretary of State for the Environment has granted the NBC a dispensation for the bus to run on routes to be specified by the Traffic Commissioners.

Dispensation was needed because, with its trailer of 6.9 tons of batteries, the 10m (32.8ft) National becomes 13.6m (44.7ft) long overall.

The vehicle is at present in the hands of Crosville Motor Services, who plan to use it on the Runcorn busway (see page 14) but the company is expected to seek permission to use it on other routes as well. The Minister's dispensation is valid until October 31, 1976.
