Which of the following most accurately describes the problem?

The second of a planned Dutch chain of public washing installations for heavy commercial vehicles was recently opened in Joure. The station is operated by CETEM, a well-known trailer rental company, which carried out extensive market research before embarking on this scheme. The Joure installation is typical of the equipment which will also be used in other sites; it incorporates a system which achieves almost 100 per cent water recirculation and uses biodegradable detergents. Time required for an 18m drawbar trailer combination to go through the mechanical washer is under 10 minutes. Further "wash stations" are planned for Schiedam, Tilburg, Venlo and Utrecht.
