Which of the following most accurately describes the problem?

AN IMPROVED transport system is needed in the South West to stop it becoming a backwater. This is the view of Mr Robert Phillipson, director of the British Road Federation.

Mr Phillipson was talking to the South Western branch of the Institution of Highway Engineers in Bristol last week. He told them that the anti-road lobby was dcirng its utmost to stifle further economic progress in the area.

"These people are aggravating our economic and environmental difficulties to the detriment of the future," he said. "It is beyond doubt that we shall reach the end of this century with more cars, lorries and roads."
