Which of the following most accurately describes the problem?

the brink of securing an increased pay offer from their bosses after negotiating without union help. Earlier this month Derek Wail of the Leicestershire branch of the Transport and General Workers Union slammed Baker for its policy of non-union recognition, especially over the ongoing pay negotiations (CM 7-13 May). But as CM went to press 50 drivers were on the verge of accepting an increased offer. Wail says he understands the increase is between 3% and 4% for most of the 50 drivers, while others may have received more. "The drivers are split between night-time, short-haul and overseas work," he adds.

Although pleased with the outcome, Wail maintains his attack on Baker for its anti-union stance and warns that it will be on top of the list for change when the Government's White Paper on union recognition becomes law.
