Which of the following most accurately describes the problem?

LIMITING access to town centres to vehicles up to 3 tons unladen would mean using four vehicles in place of three as at present and would increase transport costs by over £3 a ton, according to a report published this week by the Transport and Road Research Laboratory.

Moreover, it was calculated that the number of vehicles in fleets affected would increase by 44 per cent, vehicle mileage would increase by 63 per cent and fuel consumption by 24 per cent.

These results were dependent on operators changing to vehicles just under 3 tons unladen weight while continuing to use the same depots and provide the same standard of service. Costs were calculated using "CM Tables of Operating Costs" for 1974 and data was gathered in Swindon on a typical day in 1973.

Information was obtained from 48 companies delivering in the town and results were grossed up according to the number of vehicles stopping daily in Swindon at that time. Account was also taken of the frequency with which each firm's vehicles visited Swindon.
