Which of the following most accurately describes the problem?

• Because he felt period-excursion facilities in the Bradford /Halifax area of Yorkshire were quite adequate, Maj Gen Sir John Potter, chairman of the Yorkshire Traffic Commissioners, decided at a public sitting in Leeds last week to grant only part of the application by Mr George Feather, trading as Westercroft Coaches, Amblerthorn, for additional day excursions to Cleethorpes, Skegness and Morecambe, and period excursions to Skegness and Morecambe (CM, May 14).

The application, the first part of which was heard two weeks ago in Leeds, was objected to by Hebble Motor Services Ltd, West Yorkshire Road Car Co Ltd, Ribble Motor Services Ltd and Mr J. H. Sheard.

Sir John refused both the period excursions but authorized the day excursions with certain limitations. These were that all three destinations should have a vehicle allowance of one, that the Morecambe excursion be operated on Sundays only on eight occasions between Easter or April 1 to October 31, and the Cleethorpes and Skegness excursions be operated between the same dates.

Both Mr Sheard and Mr B. Hurst, assistant traffic manager of Hebble, told the Commissioners of the excursion facilities which were available around the area from where Mr Feather proposed to operate. He added that any excursion facilities which the Commissioners authorized Mr Feather to operate would lead to an abstraction of the company's passengers.

Sir John said that he felt there was a need for Mr Feather to operate day excursions of the nature applied for from Amblerthorn: But he went on to say that as "long-established operators" already offered a wide selection of period excursions from Halifax and Bradford, which were both connected to Amblerthorn by efficient stage-carriage services, he did not feel justified in authorizing Mr Feather to operate the period excursions to Skegness and Morecambe.
