Which of the following most accurately describes the problem?

• A Barnsley company, called before the Yorkshire LA in Leeds on Monday under Section 69, had its licence curtailed by the rernoval of the margin of two vehicles from its authorization to operate six vehicles and seven trailers.

The company, Metalliform Ltd, had been summoned to appear following a road check on January 27 when one vehicle was issued with an-immediate GV9. Resulting from this a DoE examiner carried out an inspection of some of the company's vehicles at the Sheffield heavy goods vehicle testing centre

when two more vehicles were issued with delayed GV9s.

When removing the margin the LA, Maj Gen Sir John Potter said he would be prepared to consider any further application after a three-month interval.

At the same hearing an owner-operator, Mr N. C. Newbold, appeared under Section 69 following the issue of a prohibition on his one vehicle. After hearing evidence relating to the condition of the vehicle and the maintenance system the LA decided to take no direct action but ordered that an inspection should be carried out in four months' time.
