Which of the following most accurately describes the problem?

• Twenty-one operators and drivers were fined a total of more than £160 by Derby Borough magistrates in Derby last week for offences of axle and gross vehicle overloading, defective brakes and worn tyres.

Mr B. S. Whitby, prosecuting on behalf of the North Eastern LA, told the bench that the offences had been discovered in January, February and March of this year at road-side checks by DoE vehicle examiners in Derby. The majority of the accused pleaded guilty by letter, many claiming that the vehicles had not been weighed as there were no weighbridges available and others claiming that they did not realise axle overloading was an offence.

Jacques and Sons (Everton) Ltd, Everton; Mr M. J. Wileman, Derby; Mr D. Germany, Wilfred Foulger Ltd, Norfolk; Mr J. S. Gamble, Midland Turf Supplies Ltd, Oadby; and Mr J. Dove, NCC Tranport Ltd, Chesterfield.
