Which of the following most accurately describes the problem?

• A 3.6ft-long coil carrying semi-trailer designed for use in an artic at 32 tons is now being produced by Pitt Trailers Ltd. The trailer's design is based on a detailed research of future requirements and discussions between Pitt and the British Steel Corporation which indicated that the trend is towards larger 20-ton coils. The first batch of the new trailers is now in operation in South Wales.

One of the main features of the coil carrier's design is the fact that the spring centres are located at 3ft 7in. compared with the conventional 3ft 3in. to give greater stability and reduce trailer roll. In order to ensure two-point contact and minimize coil damage a "V"-type well is fitted which will accept coils from the smallest size up to 8ft diameter, The kingpin position is 1ft Sin. and the kingpin to centre line of the rear axles is 30ft 9in. or more depending on the type of tractor.

The trailer is designed to operate at 36 tons if and when the law changes. Plating on the kingpin is 12 tons and on the running gear 18 tons, giving a 30 tons gross trailer weight. Retail price is £1800.
