Which of the following most accurately describes the problem?

HAL CUSTOMS AND EXCISE no longer require goods in transit by road which are not removed in the vehicles of the trader giving the transhipment bond to be covered by the additional security of the carrier's special bond or general transhipment bond. Importers may now remove goods in transit by road from the place of importation to the place of shipment under the security of the standard form of transhipment bond

given by themselves or their agents.

Consequently, it will no longer be necessary for traders who do not possess vehicles of their own to employ for the purpose a carrier specially approved by the Commissioners.

The licensMg of carmen and watermen. who are concerned only with the removal of goods within London Port. will continue unchanged for the time being.
