Driver Jason Arnold was fined £620, with £70 costs after admitting 13 offences of using a vehicle when the speed limiter was inoperative and four offences of exceeding 4'4 hours driving without the required break. Chester magistrates heard that Arnold was driving for NorthwIchbased DHT Transport at the time; a company which has since gone out of business.
