Which of the following most accurately describes the problem?

Thirty-five cities across the UK plan to follow Lendons lead and introduce congestion charging.

According to the Department of Transport, Durham County Council is currently the only local authority to have lodged a formal proposal for congestion charging; it is waiting for the Transport Secretary's approval to begin charges this summer. However, towns and cities including Southampton. Bristol. York and Leeds have all expressed an interest in developing their own schemes.

From January 2003 every CV entering the capital will pay £5 a day as part of a scheme designed to cut congestion. But a spokesperson for the Road Haulage Association says con

gestion charging will not cut lorry journeys as hauliers do not have the same choice as car drivers as to when they travel.

Instead of acting as a deterrent to using particular roads, the RHA says charging will simply become a tax on business, so the additional charges will have to be added to products and passed on to the end users.
