Which of the following most accurately describes the problem?

Keywords : Business / Finance

• AR Marshall (Leigh), a member of the Nottinghambased AR Marshall group, had its licence for 29 vehicles and 40 trailers revoked by North Western Licensing Authority Roy Hutchings because of poor maintenance, Vehicle examiner Alan Singleton gave evidence of 16 prohibition notices with eight being immediate. He said that the availability of vehicles for maintenance appeared to depend upon traffic requirements. Two of the prohibitions resulted in prosecutions. Wirral magistrates had imposed fines totalling £2,500 (reduced on appeal to 700) and Accrington magistrates had fined it 25 for defective brakes. The company said that since the beginning of the year its fleet had been reduced to nine vehicles and trailers and a large number of people had been made redundant. Vehicles were now inspected every four weeks and the trailers every six weeks.

Revoking the licence, Hutchings said he could not ignore the maintenance record. It had taken a considerable reorganisation of the company's personnel to put matters right on the last occasion and it seemed that as soon as that supervision was removed things deteriorated. He agreed that his decision should not take affect pending an appeal.

• Maintenance problems led to the 16-vehicle licence held by Gilbert Chapple Haulage being cut to nine vehicles by North Eastern Deputy Licensing Authority Norman Moody. The DLA has taken no action against the licences of the associated Chapple Services and GCMC.
