Which of the following most accurately describes the problem?

'a landmark'

A LANDMARK in road transport history was how Mr Len Castleton, immediate pastpresident of the Freight Transport Association, described the hgv driver training apprenticeship scheme this week. The scheme would bring benefits both to efficiency and to the image of the industry, and give a valuable fillip to recruitment.

On the other hand, said Mr Castleton, who was addressing the FTA's south-eastern counties agm, the transport manager's licence was "by no stretch of the imagination a really worthwhile qualification". It would raise either the level of transport management of transport efficiency. The FTA aimed to ensure that all existing managers would be exempted from the need to qualify.
