Which of the following most accurately describes the problem?

• A 2,59 million improvement scheme for bottlenecks on the A406 North Circular in London has been announced by Roads Minister Peter Bottomley.

The scheme covers the section between the A40 Hanger Lane gyratory system and the A404 Harrow Road.

Following public inquiries last year, it has been agreed that the scheme should go ahead, although there will be further public consultations on modifications supported by the inspector.

These include a comprehensive system of cycle routes and better pedestrian facilities, as well as a change to a traffic signal control junction above the Harrow Road underpass instead of a roundabout and also widening a road link to the Park Royal industrial estate.

Bottomley says he is delighted that the inspector has backed the Department of Transport scheme to improve "these notoriously bad sections of the North Circular."

It is one of London's busiest stretches of road with a bad accident record and vehicles are being routed through unsuitable residential roads because of the congested conditions.

All the problems will be tackled by the scheme and will allow much better access to Park Royal.
