Which of the following most accurately describes the problem?

• An extra 200 new coach parking spaces have been agreed at various central London sites in an attempt to reduce congestion.

Roads Minister Peter Bottomley announced the extra spaces last week and said he welcomed the new arrangements, which he claims will make things easier for coach drivers and the general public.

The proposals will mean an extra 21 on-street spaces on the Embankment, a further 17 in Park Lane and six in Tothill Street. Off-street spaces imclude 50 at the new Docklands coach park by Wapping High Street, 20 to 30 spaces at the New Convent Garden Market in Nine Elms, and up to 50 spaces at bus garages and stands in central London.

Overnight there will be 40 spaces available in Queenstown Road, Battersea and up to 20 during the day.

There will also be 19 spaces in Hyde Park with special arrangements for the Changing of the Guard, and a maximum of 32 spaces on the Mall.

The Department of the Environment has agreed that tourist coaches should be given the facility to drive through the Mall.
