Which of the following most accurately describes the problem?

THE strong preference for road transport shown by milk producers and wholesalers was revealed at Welshpool last Tuesday at the hearing of an application by Mr. R. W. Griffiths, of Forden, for a B licence, partly for claimed and partly for discretionary tonnage. The railway representative protested against a suggestion that milk could not be sent by rail. Mr. C. S. Parrish, who presented the application, said that milk had to be collected over a wide area without a good railway service. If the applicant's services were not available, local farmers might be seriously affected; also purchasers would not have milk delivered by rail.

For the ia,ilways Mr. D. S. Davies said that milk collected from the surrounding country had to be delivered to the depot at Kilkewyd.d, a short distance away, and only in exceptional circumstances would deliveries to Birmingham be required. A 20-mile limit for collection was agreed, Mr. C. James (National Farmers' Union) said that milk production in Montgomeryshire was increasing, and it was necessary to find fresh markets. Apart from the fact that rail transport to, say, Manchester would take longer, he believed that milk waA delivered in better condition by road. Experience of negotiation with the railways showed that he had to wait a month for a reply to any request: Mr. W. A, Tutton (foreman of the milk committee) said they could not forget the past. He had lost his market when he sent milk by rail to Birmingham. Requests had been made by the National Farmers' Union for special rail facilities for milk traffic, but these had invariably been turned down.

The application was granted for the collection of milk within a 20-mile radius of Forden and delivery to _Kilkewydd or Manchester, also for the carriage of livestockā€¢ and farm produce within a 40-mile radius, and to Manchester, Liverpool, Birmingham, Wellington and Birkenhead.
