THE burden of the opposition to the Eastern National Omnibus Company's proposal to take over Rose Bros.' London Chelmsford service, heard in the Metropolitan Area last week, was that, by being placed in a position to introduce at King's Cross Coaching Station summated fares to the coast at less than regional fares, the Eastern National would be creating unfair competition.

The proposal before the Commissioner was one of co-ordinating the Eastern National's London-Chelmsford services from Bow and Tilbury with Rose Bros.' service from King's Cross, whereby an effective reduction in journeys would be obtained on all services. In order to meet the objection of George Ewer and Co., Ltd., Mr. Fox Andrews, for the applicant, repeated the offer be had made in the Eastern Area, namely, that the Eastern National concern would give an undertaking not to sell any ticket, either directly or through its agents, from London on its King's Cross service, to the coast at less than regional fares , nor would it operate a through coach from King's Cross or any point short of Chelmsford to the coast, On the other hand, it reserved the right to issue a ticket in London to Chelmsford, and at Chelmsford a ticket to the coast at summated fares even if less than the regional fare.

For Mr. Ewer it was contended that this protection was worthless. The difference between the summated and the regional fares might vary, and did vary, between a few pence and 3s. (on a week-end period return in the summer). If by taking two tickets instead of one the passenger could save an appreciable part of his fare, he Nvould naturally do so.

George Ewer and Co., Ltd., had already suffered the effects of low summated fares on its Harwich and Dovercourt service, and it must therefore, in self-defence, strenuously oppose the granting of the present application. It had no objection to Rose Bros. continuing their service, though the figures did not warrant its operation. Should the Commissioner decide to grant the application, the concern would ask that the licence be endorsed with a condition prohibiting the Eastern National from advertising a summated fare to the coast at less than the regional fare.

In reserving his decision Mr. Gleeson Robinson said it was doubtful whether• he was in a position to impose the suggested condition on the licence.,
