Which of the following most accurately describes the problem?

THE UNITED Road Transport Union is to take its mobile office to the new Unveil Crossing Lorry Park near Felixstowe for the first time this September.

Regional officer Graham Bird says it is important to add a new location to the office's national circuit to give the drivers in the area a chance to "air their views to Union officials and for new members to be recruited". The office will be on the site for a week.

Bird, who has met the management at Orwell to discuss the plan, is full of praise for the truck park, which opened at the beginning of 2004 on the eastbound A14, "It is clean and bright and the management are very friendly," he reports. However Bird warned the small element of "moronic drivers who quickly cause damage to these new parks to try to keep it that way".
