Which of the following most accurately describes the problem?

• High tolls on the Severn Bridge are causing around 575 trucks a day to divert on to three busy roads in Gloucestershire, according to latest checks.

About 200 truck drivers diverted during 24 hours to the A48; 200 to the A40; and 175 to the B4215 in a bid to avoid the £10.10 westbound fee.

Gloucestershire County Council, which commissioned the work with the Highways Agency, plans to use the findings to convince Government it needs to act against the high tolls. Despite the diversions the bridge's operator, the Severn River Crossing, says it has recorded an increase of up to 3% in heavy commercial traffic using the bridge westbound every month this year compared with last year.
