Which of the following most accurately describes the problem?

AFORMER lorry driver who set up a haulage business with his wife, was faced with formidable opposition when he applied to the Western Licensing Authority, Mr. S. W. Nelson, at Bristol last week to operate two additional vehicles so that be could carry out an important contract for long distance transport,

The applicants, Express Haulage, of Bristol, were represented by Mr. T. D. Corpe, who said they wanted to carry traffic for the Devon and Somerset Veterinary Medicine Co., of South Motion, who imported from New Zealand large quantities of "cattle blocks" of a very special kind.

These cattle blocks arrived in ships at London, Liverpool. Southampton and Avonmouth. and had to be taken to Newcastle upon Tyne and Bristol for delivery to firms in all areas. After picking up the cargoes and delivering them to the warehouses they wanted return loads to Bristol from the northern ports, otherwise they could not quote economic rates.

A representative of the Veterinary Medicine Co. said they had tried to get transport from some of the objectors who were present that day, but they were either not able to do the work economically or had not the vehicles.

Mr. L. Jenkins. traffic assistant, B.R.S., Bristol (objecting), said: " This is just the sort of work we are set up to do. There would be no difficulty at all in handling the traffic."

The Authority said he liked to encourage enterprise, but on the evidence before him and in view of the very heavy list of objectors he must refuse the application. "The Devon and Somerset Veterinary Medicine Co. will now be forced into the position of trying the objectors individually to see if they can meet their requirements, and if not the applicants will no doubt be here again soon."
