Which of the following most accurately describes the problem?

During the past few years certain criticism has been levelled against the responsible department at the continued burden placed upon the local rates by the motorbus service controlled by the Middlesbrough Corporation. That the system, however, is far from being an unprofitable venture is demonstrated by a concise statement of facts and figures prepared by the borough accountant.

This statement traces the history of the undertaking back to 1921, when the buses, together with the tramways, were taken over from the ,Imperial Tramways Co. by the municipality at a cost in keeping with the prices then ruling. As a result the corporation has had to find each year a heavy sum for interest and redemption charges, but each year the sum is being materially reduced and, as the repayment period is the abort one of five years—which accounts for the heavy annual charges-the undertaking can, in view of iast year's working costs, be confidently expected to develop along sound lines so soon as the period in question ends.

Whilst the charges in 1921-22 amounted to £10,519, in 1923-24 they had dropped to £4,635, whilst for the financial year just concluded on March 31st last they were £4,402. The most reassuring feature of the 1924-25 returns is that there was a working profit of £1,387, as against only £304 the previous year, and when this is utilized for the redemption and interest charges. it only leaves £3,414 to be met Out of the rates.
