Which of the following most accurately describes the problem?

• Wandsworth Borough Council has bought four Seddon Atkinson 2-11 gutter snowploughs. They are fitted with low-profile 11/70 tyres and lowered suspension, reducing the frame height to help with ploughing through deep snow.

To protect the vehicles in extremely cold conditions Thermoline fuel filter and line heaters are fitted, with air driers and alcohol injectors in the air-brake systems. Eberspacher heaters with timers enable the cabs to be warmed up before the drivers arrive.

The chassis are finished in Hammerite and coated with PAVA underseal for added protection against salt corrosion.

Drake & Fletcher of Maidstone supplied the chassis for the snowploughs, which are fitted with 129kW Perkins Phaser engines and "Z1.six-speed synchromesh gearboxes.
