Which of the following most accurately describes the problem?

AN important draft amendment to the EEC Council directive on type approval (70/I56/EEC) will allow ancilliary component manufacturers to submit their products for type approval without having to pass through the vehicle manufacturer.

If the amendment is accepted it will enable the component manufacturers free access to the market for their products.

A further modification to article four of directive 70/156/EEC permits each member state to ensure that the vehicle manufacturer has adequate equipment to produce the vehicles when he files application for type approval.

This will replace the current system whereby spot checks are employed to check the conformity of production models with the approved prototype.
