Which of the following most accurately describes the problem?

THE Scottish Office in Edinburgh has confirmed that active discussions are in progress concerning Irish based operators and drivers who are allegedly breaking regulations, but who can return to base and ignore any subsequent action by the courts.

Dumfries and Galloway Regional Council has asked the Scottish Office to consider this matter urgently in the light of a report given to the Council by its Chief Constable.

This indicated the problem had become more serious by reason of the heavy volume of traffic now passing through the Region.

The Chief Constable indicated that 497 Irish owners or drivers were detected committing traffic offences on the A75 over the past 12 months; of these only 89 were fined, two had disqualifications and others were warned or had their licenses endorsed.

Figures given to the Council showed that the Stranraer terminal handled 82,724 commercial vehicles in 1973, but by 1975 the number had increased to 145,021.
