Which of the following most accurately describes the problem?

THE Eastern Licensing Authority last week granted Mr. H. A. Harvey, of Cottenham, permission to run three Continental tours between ' May and September, with picking-up points in

• Histon and Cambridge. Applicant's aim was to provide a Belgian tour at £22.

Heavy opposition came from British Railways, Barton Transport, Ltd., Mr. H. V. Richmond and the Eastern Counties Omnibus Co., Ltd. Mr. Richmond had a licence to take passengers to Dover for Continental tours and a picking-up point in Cambridge. He had received only six bookings last yeap, he said.

Mr. R. F. Wildblood, touring manager of Barton Transport, Ltd., said that a decision by the Belgian authorities not to allow British coaches to garage in Belgium between tours would have a severe effect on Mr. Harvey's price.

Mr. F. H. Fox, of the Eastern Counties Omnibus Co., Ltd., said that the demand for Continental travel from Cambridge was negligible, but if there were any need for an extension the company were prepared to operate it. Cottenham was only a small village and if there were to be an application made for every place like it, matters would become out of proportion.

For the applicant, Mr. A. H. Wild said that the objectors were trying to let someone else prove need and then step in themselves and take the advantages. Mr. Harvey intended to start his tours on Wednesdays, a facility not given by the objectors.
