Which of the following most accurately describes the problem?

'WORK FOR a small scaffolding company and, like many similar businesses,we are having problems financing the changes that we need to comply with the London LEZ. The new equipment costs around £4,500 per vehicle and we have four vehicles. Other companies I know have six to eight vehicles that need the equipment.

Transport for London has brought in these new rules but offers no grants to help small businesses make the necessary upgrades So as far as we are concerned, this is a direct act of discrimination, allowing the larger companies to get all the work within the M25.

A lot of small businesses are going to go Out of business due to the new regulations, but no one seems to be fighting our corner.

We cannot put up our prices to cover such Costs, as the big companies who can afford the new vehicles will just undercut us We know there are always going to be costs incurred that smaller businesses such as ours find harder to meet, but the cost of the new equipment isjust too high. Is there any avenue in law that we can go down regarding such discrimination?
