Which of the following most accurately describes the problem?

• The RI-IA has objected to the issuing of an 0-licence to Pollard Services of Alsager, Cheshire on the grounds that t is not of good repute or appropriate financial standing. Pollard Services is alleged to have risen from the ashes of Danesbury Freight Services, which went into voluntary liquidation on 11 January CM has obtained documents showing that Danesbury owed more than Elm to a long list of creditors, including many hauliers. The company secretary of Danesbury was Stephen Ball, who was also a director and shareholder. He is now listed as transport manager of Pollard Services, which trades as Freight Logistics, according to the North-West Traffic Area's Applications and Decisions.

The creditors' report for Danesbury lists a Mr S Ball as being owed more than £20,000, and Freight & Logistics as being owed a similar amount.

Pollard Services is based at the same address as Danesbury; Danesbury's creditors' report shows that a lease is active on the Greenfield Farm Industrial Estate until 2005.

Pollard Services applied for an 0-licence for 10 vehicles and 15 trailers, all of which were still registered on the 0-licence of Danesbury as CM went to press.
