Which of the following most accurately describes the problem?

• The Road Haulage Association is to push for retro-fitting of HGV speed limiters.

This is in clear opposition to the Department of Transport, which is proposing that limiters should only be fitted to new trucks from August 1992. The Freight Transport Association backs the DTp view.

Failure to retro-fit would create a class of vehicles capable of exceeding 60mph after 1992, says the RHA. "We must not pussyfoot," it adds.
