Which of the following most accurately describes the problem?

• Betore the Gulf war started the diesel price on agency was 29p per litre, rising to 38p per litre during January. The reason given was the rising price of crude oil.

The price is now 36p per litre, although crude oil prices are now down to pre-war prices.
