Which of the following most accurately describes the problem?

• Acorn Haulage of Lincoln has won a new 15-vehicle licence despite an 1_)J eCt ion troll' the city council.

The company was formed to take over the business run by its main director, Kenneth Wallhead. It applied for a 17vehicle licence, with six trucks based at one depot and 11 at another centre, both formerly operated by Wallhead. The council was worried about the possible intensification of use at one of the depots, but six residents had written in to support the application, saying the site, a former council tip, had been much improved since Wallhead acquired it.

Eastern Deputy Licensing Authority Humphrey Lewis gave authority for nine vehicles to be based at the depot subject to the same environmental conditions that were on the Wallhead licence, with six vehicles at its other centre.
