THE Confederation of British Road Passenger Transport has told the DoE that proposed new regulations about using headlamps in poor visibility are unacceptable and should not be proceeded with. If the DoE nevertheless goes ahead, the Confederation will seek psv exemption. The Confederation is particularly corrterned that the regulations would hinge upon a driver's judgment of the visibility conditions, and a wrong assessment could bring a prosecution. It feels that the desired aim could be achieved through changes to the Highway Code.
