If the operator delayed departure from the airport beyond the scheduled time to wait for a late plane, he would annoy those passengers waiting to go. If, however, he left on schedule and someone arrived by air five minutes later to find the coach gone, the passenger might complain.

Mr. Skelding was applying on behalf of Sealandair Coaching Ltd., of West Bromwich, for variations in the conditions of their licence (granted last October) to run a service between the city centre and the airport.

Announcing the Commissioners' decision, the chairman, Mr. J. Else, said they were concerned primarily with the convenience and well-being of the public. The irr:tation at missing a bus had to be balanced against a possible 40-minute wait in the bus for earlier passengers.
