Which of the following most accurately describes the problem?

QINGLE-DECK bus bodies built by Marshall of Cambridge (Engineering) Ltd. for British operators will in future have only two switches for emergency operation of the front entrance doors. When a batch of bodies was built for the Yorkshire Traction Co. Ltd. last November, it was felt that the driver's door-operating lever, mounted on top of the screen on the driver's nearside, complied with the regulations which required that a means for opening the door should be provided at or adjacent to the door, However, the M.o.T. area engineer, Mr. S. G. Harris, interpreted the regulations as requiring an additional switch beside the door, and this was added. Marshall appealed against the examiner's decision, and the appeal was upheld by the Minister, provided that the switch under control of the driver was clearly marked "Doors — passenger emergency use Only ". The first bodies to be supplied equipped in this way will be part of a batch at present under construction for Ribble Motor Services Ltd.
