Which of the following most accurately describes the problem?

APILOT project for a large-scale study of the future place of public transport in Leeds is to be undertaken by the industrial management division of Leeds University, at the invitation of Leeds City Transport. Mr. T. Lord, the transport manager, will make the facilities of his department available for this pilot study and a member of the University's industrial management division, Mr. D. A. Quarmby, will be allocated to the transport department.

The study—which it is hoped may encourage interest by the Ministry of Transport---is expected to help to answer such questions as: "What is the public transport system really for?" Leeds City Transport suggests that it may show, for example, a case for a completely different operational approach to commuter travel from that relating to off-peak. And considerations of the social benefits accruing to the different types of travel might well lead to a serious questioning of overall financial independence as a viable criterion.
