Which of the following most accurately describes the problem?

FOLLOWING the news, reported in The Commercial Motor of January 24, that the Traders Road Transport Association was making representations to the Ministry of Transport about difficulties in operating vehicles into or through France, the Association announced this week that it has forwarded to the Ministry a sample batch of complaints from member-firms. They all stem from French refusal to issue permits for vehicles to make delivery journeys into or through France notwithstanding that similar journeys have previously been made without any trouble.

Attempts to find reasons for the difficulties have been met by suggestions that they are a form Of retaliation against British restrictions on the entry of Con'Mental vehicles into Britain.

It is understood that the Ministry of Transport is taking Up the whole Matter with the French authorities.
